Tour Regulations
Membership & Fees
All eligible juniors who want to participate in the 2008 KC
Junior Tour must complete and return a membership application. The Tour
membership fee is $35. The fee for each event is $35. There are no refunds
for memberships.
Withdraws & Refunds
A player is required to immediately notify the KCGA if they
need to withdraw from a competition via the withdraw webpage. If internet
acces is not available then withdraw via phone. Failure to notify the KCGA
may result in disciplinary actions, which may include a suspension from
future KCGA competitions.
Refunds are granted if a player;
Timeline 1 Withdraws before the deadline of May 31-Refund
amount is the entry fee less the administration fee.
Timeline 2 Withdraws made after the deadline of May 30 and at
least 48 hours before the scheduled starting time-Entry fee may be applied
to another Tour event otherwise there are no refunds even if all future
events are full.
- Refunds must be requested in writing and
submitted to the KCGA via the withdraw webpage.
- A proper withdraw is required for a refund
to be granted
- Refunds are for entry fees only, not
membership dues.
- All refunds are subject to a $10
administration fee.
Tournament Cancellation Procedure
The KCGA reserves the right to cancel an event in the case
of inclement weather or other incidents. If weather is threatening, a player
should check the status of an event by calling the KCGA. If the event is
cancelled, the KCGA will make every attempt to reschedule the event and
entry fees will be credited toward the rescheduled event.
Tour Divisions & Eligibility
There are three divisions, offering competition for all ages and playing
abilities. Players and Prep Divisions hold events at the same site on the
same date. Champions Division events are held at a different time and place.
Prep Division

At least 9 years old and
not older than 12 as of July 30, 2008

Must have an active USGA
Handicap Index at a KCGA member club

Players Division

At least 13 years old and
not 19 years old as of July 30, 2008

Handicap Index of 12.0 or higher at a KCGA member club

Tour members should place themselves in the appropriate division at the
beginning of the season. However, the KCGA reserves the right to move
players to different tour levels based on their performance.
On-Site Check-In Policy
All Champions and Players Division events have a shotgun start. Prep
events have starting times that will be posted on the KCGA website prior to
the event. All players must register 45 minutes prior to the start and
participate in the Rules Session prior to the start. The Prep Division's
Rules Session will be done approximately 10 minutes before their tee time on
the first tee. The KCGA will withdraw any contestant who does not register
by the appropriate time before he/she is scheduled to begin play.
Walk-Up Policy
Players who are not entered in an event may come to the event and place
their names on a walk-up list. A player must be a member of the KC Junior
Tour to be put on the walk-up list. The walk-up list will be at the
registration area with a KCGA official, starting one hour prior to the first
starting time.
Players on the walk-up list are placed into the tournament only when the
field is not full or to replace a player failing to show. They will be
entered in the appropriate age group only in the order they signed up.
Players can check the KCGA website in advance to see if there may be walk-up
spots available. Walk-ups must pay the entry fee ($35) before they tee off.
Payment must be made by cash or check. Credit cards are not accepted
on-site. Walk-up players are not guaranteed a spot at an event!
No-Shows & No-cards
If a player does not participate in an event that they are registered for
and does not properly withdraw from the event will be considered a no-show.
If a players fails to return their scorecard following their round they
will be disqualified from the event and will be considered a no-card. A
player who no-shows or no-cards will be contacted and given a notice. A
player who no-shows and/or no-cards more than twice will have his/her
playing privileges suspended for the remainder of the season.
Rules of Play
Play is governed by the Rules of Golf as approved by the
USGA. Conditions of Competition will be governed by Local Rules as approved
by the KCGA. Some key rules that apply to all divisions, unless otherwise
stated, are listed below.

Play the ball as it lies.

Participants must walk and carry their own
equipment.

Caddies are not permitted.
-
Participants must exchange scorecards with
other players in their group, and mark scores for that player throughout
the round.

Pull carts are permitted only at the
discretion of the host facility.

Player must pick up his ball after 10
strokes on a hole and record a score of 10.
-
Upon completion of the round, players must
immediately proceed to the official scoring area to return their
scorecards to a KCGA official. At that time, players should check the
hole-by-hole scores on their own cards, get the signature of the marker
(scorekeeper) on the scorecard, then sign it him/herself and turn it in to
the official.
Pace of Play: Participants must keep up with the
group in front of them at all times. Subsequent violations may result in
penalties and/or disqualification. Participants in the Players and
Champions Division are responsible for knowing the Rules of Play as listed
on the Notice to Competitors.
Spectator Policy
The KCGA encourages spectators and parents to attend KC
Junior Tour events. However, spectators must conduct themselves
appropriately at all times. The KCGA reserves the right to suspend and/or
ban any spectator from one or more events. Failure to comply with the
following regulations may result in the immediate removal from the host
facility and/or suspension of playing privileges for the junior member.

Spectators must check in at the registration
table to receive a spectator badge.

Spectators may not give advice to players
during the round.

Spectators may carry player's umbrella or
apparel, but no equipment.

Spectators may help players search for golf
balls.
-
Rulings and/or reports of rules violations
will not be accepted from spectators.

Spectators must remain on the cart path and
15 yards away from players at all times, except:
when searching for a golf ball in which case they are not allowed
to hold a conversation with a player.

Golf carts are prohibited. Exceptions may be
made for spectators with a walking disability. Spectators with a
walking disability must register with the KCJT by May 31, 2008 and provide
documentation of a walking disability.
Spectator Cart Policy
The Kansas City Golf
Association will allow disabled spectators carts for KC Junior Tour events.
However, the KCGA will implement the following guidelines to make this
benefit fair to all spectators.

Those who need carts,
due to a walking disability only, will provide us with medical
documentation the day of the event (i.e handicap hang tag). If
documentation is not provided there will be no cart issued.

Cost of renting a cart
will be $25, regardless of the course, and payable to the KCGA.

Persons taking carts
are not to intervene with play in any way. Carts must
remain on the cart path at all times behind
the group playing the hole.

Only the approved
spectator is allowed to drive the cart.
-
Spectator carts are
prohibited from giving rides to any players or other spectators under any
circumstance.
-
The KCGA will revoke
the privilege of renting a cart for the remainder of the season if any of
the above guidelines are broken.
Code of Conduct
The KCGA takes great pride in the quality of its programs,
players, and host facilities. All members are expected to adhere to a Code
of Conduct, which requires participants to grow and mature by understanding
and accepting the consequences of their actions. Violations of the Code of
Conduct include but are not limited to:

Abusive language
-
Club throwing
-
Cheating
-
Disrespect of tournament officials or host
facility staff
-
Abuse of the golf course, including failure
to repair divots and ball marks
-
Use of any type of tobacco products, drugs,
or alcohol
Proper attire is part of the Code of Conduct, and required
at all times. The following guidelines describe acceptable attire, unless
stricter rules are required by a host facility.

Blue jeans, designer jeans, t-shirts, and
tank tops are prohibited.
-
Shorts must be mid-thigh length.
-
Golf shirts with a collar are required
(except girls) and must be tucked in.
-
Hats must be worn with the bill forward.
-
Clothing referring to profanity, alcohol,
tobacco, or sexual material is prohibited.
The KCGA may assess any or all of the following penalties
based on the severity of the violation.

Two-stroke penalty
-
Disqualification from the event where the
violation occurs
-
Written letter of warning to the player and
parent/guardian
-
Suspension from one or more events
-
Suspension of KCJT membership for an
indefinite period
In the event of a suspension, the player may submit a
written account of the Code of Conduct violation to the KCGA Golfer
Development Committee within five (5) days of the
suspension/disqualification. The Golfer Development Committee will review
all submitted materials, including a KCGA staff member's account of the
violation. All appeals must go through the appropriate channels to be
considered.
Junior Amateur Player Rankings
Each division and flight have separate season-long rankings, based on
points earned at each event. The purpose of
the Junior Amateur Player Rankings is to award junior amateurs points for
their participation in local and national events, therefore, resulting in a
ranking based solely on those points.

Tour Championship
Players will earn their place in the Tour Championship by their ranking
in the Junior Amateur Player Rankings as of Wednesday, July 23. The top 12
players from each Champions division flight and the top 8 players from each
Players and Prep division flight will qualify for the Tour Championship.
The format for the Champions and Players Division consists of 18-holes of
stroke play. The Prep Division event consists of 9-holes of stroke play.
The players with the lowest scores will be crowned the KC Junior Tour
Champion in their respective flight.
